And so by definition, if it was authorized by the president, it did not violate our obligations under the Convention Against Torture.\u201d<\/p>\n<p>Her comments raised eyebrows from online observers, who compared Rice\u2019s answer to that of Richard Nixon\u2019s infamous quip: \u201cWhen the President does it, that means that it\u2019s not illegal.\u201d<\/p>\n<p>Dean said he found Rice\u2019s comments \u201csurprising\u201d and put her in a legal mire of possible conspiracy.<\/p>\n<p>\u201cShe tried to say she didn\u2019t authorize anything, then proceeded to say she did pass orders along to the CIA to engage in torture if it was legal by the standard of the Department of Justice,\u201d Dean said. \u201cThis really puts her right in the middle of a common plan, as it\u2019s known in international law, or a conspiracy, as it\u2019s known in American law, and this indeed is a crime.
